City of Lubbock or Lubbock County?
A large part of the built-up area sits outside the city limits, and the rules change with it.
Wolfforth, Shallowater, Idalou, Slaton, New Deal and Ransom Canyon are separate municipalities with their own positions, and the acreage between them is unincorporated Lubbock County. Levelland is Hockley County, Brownfield is Terry County, Post is Garza County and Plainview is Hale County. Each has its own permit desk and its own answer. If a contractor tells you the rules without first asking where the house is, they are guessing - establish which jurisdiction the address falls in before anyone orders anything.
